JOB SUMMARY
The Director, Capital Markets Policy will be a key player in helping to identify and direct activities for our Standards & Financial Market Integrity (SFMI) division and promote our capital markets agenda, ethical standards and other policies and positions in the Asia Pacific region. This is primarily a policy research development and promotion function. The person will monitor markets, conduct research on topics that will advance our ethical standards, speak at conferences and society events and other public awareness activities. The person will be accountable for executing research projects and related activities. This will include initiating research ideas, conducting and completing research white papers that address issues relevant in Asia Pacific. The person will also manage and update content of papers and positions developed from current inventory (i.e. REITS, Related Party Transactions, INEDs, Mis-selling and regulation of financial advisors, etc.).
The position will be headquartered in Hong Kong and will be supported by the Head of SFMI, APAC.

ESSENTIAL FUNCTIONS
Assist the Head of SFMI, APAC in leading efforts in the Asia Pacific region to promote investor protections, improve corporate governance and regulatory reforms that support fair and honest markets. Activities will include:
Conducting outreach to regulators, CFA Institute societies, investor bodies and associations.
Develop and sustain relationships with a broad range of industry stakeholders.
Collaborate with staff of internal divisions of CFA Institute, in particular the Capital Markets Group.

Be accountable for executing research projects and related activities. This will include initiating research ideas, conducting and completing research white papers, comment letters, magazine articles and blogs that address market regulation, corporate governance and such other capital market issues deemed relevant to members and the SFMI mission. Project papers can vary in size and length and can take from three to six months to complete. Activities will include:
Proactively identifying topics and shepherding them through the approval and development process.
As necessary, convene small working groups to assist in the topical discussion and development of relevant projects.
Help develop and assist with promotion and awareness efforts for new and existing projects including the initial roll out.
Serve as content spokesperson for media and speaking opportunities.
Assist CFA Institute societies in monitoring regulatory websites to identify consultation papers that we can respond to with comment letters. Activities will include:
Assisting in prioritizing and writing comment letters based on CFA positions and conducting research where required to establish positions.
Seek the direct involvement and views of local advocacy chairs and in collaboration with local societies, jointly sign letter(s).
Assist societies in seeking opportunities to discuss comment letter with regulators.
Assist societies in seeking opportunities for editorial piece(s) after the final results are released.
Support the comment letter function with appropriate and consistent blog postings
Manage and update contents of research papers completed and currently in inventory. Activities will include:
Responding to media requests on issues relating to existing completed research.
Responding to consultation papers as required.
Serve as spokesperson, together with Head, SFMI, Asia Pacific, on CFA Institute positions, policies, and standards. Activities will include:
Representing CFA Institute at industry events, seminars and workshops.
Assist with society presentations at investment seminars and universities.

Desired Skills and Experience

QUALIFICATIONS
EDUCATION / EXPERIENCE
Master’s Degree preferred.
Minimum of 15 years of experience in one or more of the following areas: corporate governance, asset management, securities research, compliance and securities regulations.
Experience in policy research writing is a plus.
CFA Charter preferred.
Fluency in English required; multilingual would be useful.
Excellent communication skills including written, verbal (including public speaking), and listening.
Creative writing and ability to express clearly in written English.
Ability to develop policy recommendations that are consistent with CFA Institute standards.
Must demonstrate outstanding of stewardship and relationship building / management skills to expand the mission of CFA Institute.
Knowledge and experience of financial markets and issues in the Asia Pacific region.
Global cultural orientation and work experience.
Excellent interpersonal skills.
Ability to create new and unique ideas and have an entrepreneurial spirit.
Flexibility in competently juggling competing priorities and changing expectations.
Must demonstrate outstanding judgment and mature business skills with the ability to establish a strong rapport with senior management.
Excellent consulting, problem solving, and analytical skills.
Willingness to ask questions rather than just follow directions is required.
Must demonstrate good judgment and mature business skills.

PHYSICAL REQUIREMENTS
Able to quickly adjust to the role and produce the results by putting in the hours of concentrated work necessary to achieve the goals.

TRAVEL REQUIREMENTS
Some travel within Asia Pacific required.
